REQUEST FOR QUALIFICATIONS AND PROPOSALS FOR QUALITY ASSURANCE TESTING SERVICES

The Huntsville-Madison County Airport Authority (“HMCAA”) is soliciting Statements of
Qualifications (“SOQ’s”) for Quality Assurance Materials Testing (“QA Testing”) services for the
Aircraft Rescue & Fire Fighting Station (the “Project”) at the Port of Huntsville.
Companies interested in submitting an SOQ should contact Jim Flowers, Chief Design &
Construction Officer at jflowers@hsvairport.org. Complete Request for Qualifications (“RFQ”)
packages will be provided to those requesting them.
Questions regarding this RFQ must be emailed to Jim Flowers no later than February 25, 2025.
Any information received regarding the projects which is not in written form from Jim Flowers
should not be relied upon in submitting the proposal.
Each SOQ must be emailed before 4:00 PM on March 4, 2025 , to Jim Flowers with Amy Murphree
(amurphree@hsvairport.org) copied or delivered on a thumb drive to HMCAA’s Administrative
Offices located on the second floor of the terminal at 1000 Glenn Hearn Boulevard, Huntsville,
AL. Any SOQ’s received after 4:00 PM on March 4, 2025, will be automatically disqualified.
The Project may be funded in part by the Federal Aviation Administration (“FAA”) Airport
Improvement Program (“AIP”), the Federal Transit Administration (“FTA”), and/or Passenger
Facility Charges (“PFCs”). The selected firm will be required to perform the QA Testing services
in compliance with all FAA regulations that are applicable to AIP, FTA, or PFC funded projects.
All work will be subject to FAA/FTA approval.
HMCAA will not select a consultant to provide QA Testing services on a project if that consultant
has already been selected for design services on that project.
