Request for bids for the EAST BOEING CIRCLE ROAD REHABILITATION PROJECT

The Huntsville-Madison County Airport Authority (“Owner”) is requesting separate sealed proposals for the furnishing of all labor, materials, equipment and services for the EAST BOEING CIRCLE ROAD REHABILITATION PROJECT (the “Project”) at Huntsville International Airport, located in Huntsville, Alabama.  Bids will be received by Owner at the Owner’s Administrative Offices, which are located on the second floor of the terminal building above baggage claim, 1000 Glenn Hearn Blvd SW, Huntsville, AL 35824 (the “Administrative Offices”) until 2:00 p.m. on June 2, 2026, at which time and place they will be publicly opened and read aloud.  All bids must be sealed and marked in the lower left-hand corner “Sealed Bid – EAST BOEING CIRCLE ROAD REHABILITATION PROJECT” with the opening time and date.  Bidder must be an Alabama General Contractor licensed by the State Licensing Board for General Contractors for Alabama pursuant to Alabama Code Section 34-8-1, et seq.  Only bids of such Contractors who are licensed prior to the date of bid opening will be considered.  Bidder must place his/her current license number on the outside of his/her sealed bid or otherwise Bidder’s bid shall be rejected.  Any bid received after the scheduled closing time for receipt of bids will be returned to the bidder unopened.  Pre-qualification of bidders is not required.

Electronic copies of the Plans and Specifications and the complete Request for Proposals may be obtained at no cost by emailing Logan Bell, P.E., with Morell Engineering, Inc. (logan@morellengineering.com) with a copy to Jim Flowers, Chief Design & Construction Officer (jflowers@hsvairport.org). Any and all questions related to the Request for Proposals and other Contract Documents shall be directed to Logan Bell in writing at logan@morellengineering.com with a copy to Jim Flowers at jflowers@hsvairport.org.

The Project will consist of:

  1. Mill & Overlay of East Boeing Circle Road from Boeing Boulevard SW to a location approximately 350’ south of Gate 01;
  2. Overlay of East Boeing Circle Road from a location approximately 350’ south of Gate 01 to a location approximately 25’ south of Gate 01;
  3. Joint and Crack Repair on all pavements inside the project limits;
  4. Miscellaneous patching and leveling improvements inside the project limits;
  5. Full-depth pavement repair work for Subgrade Remediation at miscellaneous locations inside project limits (Alternate Scope Work);
  6. Striping, Signage, Markings, Pavement Markers, and Traffic Control.

The total length of the project is 1.259 miles.

There will be a pre-bid conference held at 1:30 p.m. on May 22, 2026, in the Owner’s Administrative Offices.  Attendance at the meeting is highly recommended

Each bid shall be accompanied by a bid bond or certified check in the amount of five percent (5%) of the total contract amount, as shown on the proposal form, which shall be made payable to Owner and shall be subject to the conditions set forth in the bid documents.  A performance bond in the amount of one hundred percent (100%) of the contract price and a labor and material payment bond in the amount of one hundred percent (100%) of the contract price will be required.

This project is anticipated to be financed through a grant from the Federal Aviation Administration (FAA) and will be subject to all requirements of the FAA as of the time the contract is awarded, including the federally required contract clauses to be made part of the contract documents for the Project.  Contractors and subcontractors working on this Project will be required to use E-Verify to electronically verify the employment eligibility of their employees. Award is contingent upon the availability of Federal funds. This Project is also subject to compliance with the Alabama Immigration Act.

Owner reserves the right to waive any informalities, technicalities or irregularities in the bids received, to reject any or all bids, and to enter into negotiations with the lowest responsive bidder.  Attention of bidders is particularly called to the requirements of the Federal Aviation Administration, which pertain to this project, and to the conditions of employment to be observed and minimum wage rates to be paid under the Contract.  No bidder may withdraw his bid within 90 days after the actual date of bid opening.
